In 2017, the People's Committee of Thai Binh province has approved the policy of investment and research investment in 38 projects in the field of agri, including the project "Industrialization of agri and operation of enclosed chain of manufacturing, harvesting, processing, transporting, and distributing "by the joint venture between Truong Hai (THACO) and Loc Troi Group. The total investment is about 7,800 billion VND with the main contents: Agri (about 310 hectares); Construction of ports and specialized transportation system by waterway; Construction of a farm system (large sample field) on about 340 ha in the first phase.

At the meeting, Chairman Tran Ba Duong also signed a cooperation agreement between Thai Binh province and Truong Hai - Loc Troi Joint-Venture and received the first decision of Thai Binh People's Committee.
