Dear Vietnam business and international business communities working in Vietnam,
Dear distinguished delegates,

Truong Hai Auto Corporation (THACO) was established in 1997, selling and repairing automobiles. In implementing the strategy of auto industry development approved by the Prime Minister in 2002, in the next year, the company invested its auto manufacture and assembling factory in Chu Lai Open Economic Zone, Quang Nam Province. Up till now, a Complex has been formed with full of car types ranging from small cars, buses, and trucks with the highest localization rate and the largest scale in Vietnam. At the same time, THACO has risen to the leading position in Vietnam market since 2014, accounting for 40 percent of the auto market when most of the international well-known auto brands had invested and done businesses long before. Today, THACO is one of the biggest private enterprises in Vietnam in terms of total assets, capital, revenue, and profits.

With the lessons and experience gained during the past development and especially the concerns and thoughts to establish the ASEAN integration plan by 2018, it can be said that the domestic auto manufacturing and assembly industry in general and THACO in particular will encounter the most difficulties and challenges. I would like to contribute some comments as follows:

1. Government and ministries in charge (with the active participation of the business community) reassess in general and in detail the status of the economy lines, especially industries in the context of integration according to the following criteria: corporate forces and the competitiveness of enterprises in terms of the level of technology, management capability, quality of human resources to update the already composed strategy to provide the correct orientation for businesses; giving the consistent and consensual policy with the related ministries and have dynamic and effective management solutions. Accordingly, managing and allocating the resources, especially financial resources of the entire society into economy lines will contribute immensely and sustainably to the economy in integration.

2. Regarding the industries which can motivate to develop other industries and spearhead industries, it is necessary to have the market protection policies in line with the integration commitments and a reasonable schedule to attract the international businesses to make their products in Vietnam and create opportunities and conditions for domestic enterprises to jointly venture with foreign businesses to learn their technology and management, and gradually join their global value chain.

3. There must be strict policies, severe and serious measures to minimize the tax evasion, trade frauds, contraband, counterfeiting, or ill-quality goods to protect on time (before it's too late) rightful businesses, uphold such businesses and protect the overall reputation of trusted Vietnam products and brands when foreign goods flood the market in the context of integration.

4. It is necessary to assign the major cities as the leaders of the economy, where concentrate leading and major enterprises and brands such as Ho Chi Minh City and Hanoi to do researches from production and business practices, listen to the business community reflecting the inadequacies in policy, administrative procedures, and make proposals of the breakthrough institutional strategies to increase the development of production and business.

5. It is necessary to provide solutions to enhance the political system's accompaniment with businesses in the provinces and cities. Accordingly, the government will comprehend the business operations, share and solve their difficulties and problems timely, encourage and create open business environment which is efficient and fair among the enterprises.

6. It is necessary to have solutions to avoid the subjective failures of the enterprises, especially major enterprises, which affect the national finance sources and economy. At the same time, there must be sharing and supports from the government and society, especially from the business community for businesses which work legally but encounter failure due to objective conditions.

Dear Prime Minister, Leaders, Delegates and the business community

The main subject to integrate is the business community through their products and services, and the country's economy. Can we have the competitiveness and can integration succeed only when business community and the economy are strong. The business philosophy is that businesses must always be in healthy competition with each other to create real and better values for customers through their products and services, but also must cooperate and help each other to form a Vietnam business community and strengthen the economy via their business activities.

In correlation comparison in the context of integration, our enterprises, business community, and economy are still small and feeble in all aspects. Integration is the essential way to our nation's development and the integration roadmap is long enough. But we've had subjective mistakes, so the economy and some businesses in the community are put into hardship. The crises in 2007 - 2008 and 2011 - 2013 have had implications on today when we stay away from the business philosophy and are subjective in our business and capacity development strategies.

Currently, the integration is imminent and on its way. Our business community generation today is shouldering the mission of business and national economic development in the context of integration with many difficulties and challenges. And if we do not succeed, it would be hard for the later generations to continue. In this context, it is a must that we have to uphold the business ethics, businessmen and business culture, practice willpower, courage and patriotism to develop one’s own business sustainably in the context of the upcoming integration.

It is greatly hoped that the government would do well in orientation, establishment, and management of the economy and produce practical policies and solutions to timely help the business community implement their task as a driving force for economy development. We hope that the consumers and society would support and supervise us so that the country will have a strong business community and economy.

Today, the Conference in which the Prime Minister, members of government, heads of ministries meet with the business community at the start of his tenure is held at the Independence Palace on the anniversary of national reunification. I would like to wish the Conference and the development of Vietnam's economy in the context of integration magnificent success as the 1975 spring victory that our previous generations have made in history.
